Candidates biographies and accomplishments

James D. Henry of Garden Grove, CA Branch 1100 was elected to the office of vice president by acclamation in 2022 at the 72nd Biennial Convention in Chicago.

A Los Angeles native, Henry began his postal career as a letter carrier in Pomona, CA, in 1988. His path to becoming an NALC activist began the same year he was unjustly disciplined and his branch came to his aid, resolving the case in his favor.

Thereafter, I knew I “couldn’t stand by and see letter carriers treated unfairly,” Henry said. “I became a shop steward, and my calling of representing letter carriers began.” His appointment as a steward came only six months after he joined the Postal Service.

Corey Walton has been a city letter carrier for 29 years, as of 2025, and has served as a shop steward since 2006.  He considers himself a strong union supporter and advocate for his fellow carriers, where his commitment to his fellow carriers is paramount – he has garnered respect from both his colleagues and management through his honest, ethical, and proactive approach to union representation. He prides himself on creating a positive and supportive work environment at his station, valuing camaraderie and mutual respect. 

Driven by a desire to be the best shop steward possible, Corey immersed himself in the NALC contract, handbooks and Step B Team decisions. He eventually served as a Formal Step A representative for his installation, handling thousands of grievances.  He has been an arbitration advocate since 2012, participating in approximately 140 arbitrations.  He prides himself on his thorough preparation and aggressive, yet professional, representation of his fellow carriers. Corey’s dedication to carriers’ well-being extends to safety. He serves as the district NALC co-chair for the NALC/USPS safety task force and has been a member of the National Safety Committee. He has also conducted training at the regional level.

Corey is passionate about sharing his knowledge and experience with other union members, aiming to provide information and strategies to help them navigate the grievance and arbitration processes effectively. Beginning in 2021, Corey created the “From A to Arbitration” podcast to educate fellow union members. Since it’s inception, From A to Arbitration has grown into a vast community of like-minded brothers and sisters fighting for what is right for all. It is the mission of this podcast and website to educate our brothers and sisters in the National Association of Letter Carriers, combat misinformation, provide up-to-date information to those involved, and assist with file building, information acquisition, and research, with practical strategies and insights into the grievance and arbitration process.

KIMETRA SIMPSON-LEWIS

Kimetra Simpson-Lewis known to most as “Kim” is currently the Branch President for Dallas Lone Star Branch 132 and has served in that position for the past 8 years.  She began advocating for the rights of letter carriers in 1994 when she became a union steward at the Dallas Northaven Station.  Before becoming a branch president, she served as a steward, a Food Drive Coordination and a Trustee for Branch 132, as a full-time Formal A representative for the Dallas Installation, and as an Arbitration Advocate and Dispute Resolution Team member for Region 10.  She is a graduate of the Leadership Academy Class #7 and is also an active participant in the Letter Carrier Political Fund.

Kimetra has a bachelor’s degree from the University of Texas at Arlington in Business Administration with a minor in accounting.  Her foundation is rooted in unionism as she comes from a family of union advocates.  Her father was the President of the Laborers’ International Union of North American, Local #648, and her uncle was the Vice-President.  It is embedded in her blood to stand for what is fair and what is just.  She strongly believes in the Union and in the saying “an injustice anywhere is a threat to justice everywhere.”

WALTER MCGREGORY

I began my USPS career in July 2000 in Westland, Michigan, a large multi-station installation, and worked in the Wayne office as a PTF.  I immediately joined the NALC and became active in the union, becoming an alternate steward in Branch 2184 after four months.  I come from a union household; my father worked for Dodge Ram Truck in Warren, MI and belonged to UAW.

My Branch is the second largest in NALC Region 6 (Kentucky, Indiana, Michigan).  I have also served as an arbitration advocate for region 6 since 2012, and have been assigned arbitrations outside of our region at the request of NALC Headquarters.  I have attended every National Convention since 2004.  I have been mentored by longtime Branch 2184 activist Joe Golonka as well as by many other NALC leaders since day one of my NALC career, and I have the leadership skills and experience to be your next National Business Agent.

When asked why I became a NALC activist, this is my response: “I stepped up because I was sick and tired of seeing my co-workers being bullied by management.  I love fighting for those who do not know how or will not fight postal management’s abuse.”  If you are tired of being overlooked because you are from a small branch or because you are not in the “liked crowd,” then join me in turning Region 6 back over to ALL of our NALC brothers and sisters.  You will always know that your regional office fights for you!

My wife Jackie is a letter carrier and the Executive Vice President within my branch and our son Ananias is also a letter carrier within my home installation Wayne/Westland/Canton, serving as a shop steward and NALC activist.

RICHARD "RICHIE" RAY

  • Postal career began in 2000 as an RCA in Forked River New Jersey.
  • Transferred to City Letter Carrier as a PTF In 2003, carrying out of the Downtown Station in Trenton, New Jersey and joined the NALC on the same day.
  • Became Alternate Shop Steward in Branch 380, and was involved in Safety & Health issues.
  • Served on numerous committees for NALC, increasing skills as a Union Representative.
  • In 2005, reassigned to then-Branch 99 New York’s Staten Island Installation and became Chief Shop Steward in Great Kills station, also assisting in New Dorp station. Led handling of OWCP and Safety & Health issues.

HOWARD KOMINE

Howard Komine is the National Association of Letter Carriers, (NALC), Branch 860, President. He has served in this position since 2000 and was recently reelected to serve until 2027.

Howard serves as Committee of Presidents’ Co-Chair for the Western Region since 2010. He is a member of the NALC Site Committee, appointed by then, President William Young, in 2005.

After serving in the United States Air Force from 1983 to 1988, Howard began his United States Postal Service career at Brookhurst Station in Anaheim, California, and first became a NALC member with Branch 1100. In 1990, he transferred to Mililani, Hawaii, and became a member of Branch 4837, where he served as a Steward.

Howard transferred to Honolulu in 1994, and joined Branch 860, where he served as Steward from 1990-1997, Trustee from 1996-1997, and Executive Vice President from 1997-2000.

Howard retired from the United States Postal Service in 2023 to focus solely on his work with the NALC. He is originally from Honolulu, Hawaii, where he currently resides with his wife Bridget. Together they have three sons and many grandchildren.

ETHEL BIBBS

Ethel Bibbs is currently the branch president of NALC Branch 842.

Ethel has been employed with the United States Postal Service for 23 years since 2001. At USPS, she was elected by the local union to be several prestigious positions including Trustee (2014-2018), a union steward (2018-2022), Vice President (2018-2022), and eventual President (2022-).

She has also coordinated several events for her fellow union brothers and sister such as the annual Stamp Out Food Drive.

Ethel is a strong believer of the Letter Carrier Political Fund and is naturally a very active member. She continues to donate to this fund and strives to find more active members.

She comes from a family of postal workers who strongly believes in the values and beliefs of National Association of Letter Carriers. It’s their strong passion for the union that are instilled in her today.
